Saving Old Seagulls

hey can soneone tell me what my prob is my villers carb seems to be filling bowl but not sucking the fuel to keep it running i have blown the carb with air to try and clear it but still nothing only runs on what i spray into carb please please help

please help i have just bought boat motor with a villiers type 5F engine i dont think its a seagul as i cannot find any listed with this engine. there know model numbers on shaft or anywhere i can find except the villiers engine ID plate with serial 318x009 made in wolverhampton i think it says..the ...
