I have just found 2 old seagulls in the back of my Dads garage and intend to restore them both to use on my boat. As i have never owned a seagull befor just trying to find out a few things.
1st thing:
I was trying to find out what the engines where from the engine number and not shore if i did it right.

does it make it a march 1977 long shaft siver century plus with clutch drive 3 to 4.5 hp

2nd thing:
what is the 2 stroke to petrol mix for them, best gear oil and if i take the engine to bits can i rebuild it using the same head gaskets? + anymore tips.

Your identification seems to be correct.
Both would have used 10:1 mix of petrol to marine 2 stroke oil. It's possible they were converted - have a look at the details of this on the main SOS site.
You may well be able to use the head gaskets - but far better to leave the heads in situ if the motors pump water properly.
