From my experience compression testing cars over the years, compression test figures can mean many things. Was your 45psi hot or cold, dry or wet? Does the compression rise up-up-up-up over, many turns or just hit that number on the first pump and stay the same? Have you tried a test with some oil squirted down the hole to better seal the rings? A cold engine will never provide a reliable figure so it is always best to warm it up first. Always take an average reading from about 5 pumps over about 5 test cycles. Then you will have a number which can be more accurately interpreted. Good luck!

All the same, 45 does sound a bit low.
