OK so I have reassembled, although with the existing carb that has no choke plate, unfortunately the bearing that hold the smaller gear in the gearbox appears to have seized up, so it is very difficult to turn. The engine itself turns freely by hand but to turn the prop I have to put a ratchet in the end of the square tube. It appears to free up a little if turned a few revolutions.

I have put some oil in the gearbox and turned the whole thing upside down, I hope the oil soaking into the bearing will free it up. If not, I will have to take it apart again!

Anyway, nearly there!

You might find that by removing the gearbox end cap from the gearbox, things lurking inside will become obvious.

Clean it out and fill up with fresh 140 oil and away you go.
(out with the blow torch and impact driver again)
A couple of hours should have it done.

I have already opened the casing, removed all the gunk and it was turning easily by hand a few weeks ago, so it has seizd up since then. I left it upside down with fresh oil in the gearbox but this did not appear to improve things. I may try turing it upside down and turning the engine over, maybe this will encourage oil to soak down into the bearing. The prop bearings I believe are free as the gear can be rocked easily.

Finally breathed some life into the engine today! After opening the points as they seemed to be closed all the time, it breathed a little life when I sprayed some engine start fluid into the carb.

After looking in the carb again, I had missed that a small jet screw was blocked, and poking through with a small wire and some carb cleaner, it started up and ran. I ran it in a wheelie bin with the prop attached, the water looked quite frothy, and water never started coming out of the drain hole in the cylinder, so I did not run it for long.

I may try (carefully) running it without the prop and see if water manages to make its way round the cylinder.

Thank you to everyone on this forum who helped me get it back to working order. I do have a video of it running that I will post soon.
