Low speed needle 1 1/4 turns out from lightly seated, high speed needle 3/4 of a turn out from lightly seated.
These are starting points only. You usually have to go leaner from these points. Final tuning can only be successfully done on the boat, unless you happen to have the proper test wheel and a large say 250-500 gal. tank. Motor must be up to operating temperature, move needle less than a quarter of a turn at a time and wait a minute until revs stabilize. Do high speed needle first at full throttle, then low speed at idle speed. When it coughs or sneezes due to being too lean go slightly richer. Then alternate needles until you have it tuned to our satisfaction. Tighten the needle nuts tight enough that they don't move on their own, but that you can still turn them by hand.
Float top edge parallel with carb body with float chamber removed and carb body held upside down.
