ht leads . does it need replacing

ive recently picked up a forty plus in reasonable condition which im going to use on my little dinghy in the canals . ive cleaned out the entire fuel system stripped the carb etc but cant get a spark.now this may be a simple question but if i do a continuity test on the cable should a small charge run the entire length ? i ask this as mine doesnt ,i have a 2inch tube part way down the cable with erie ss 5000 (then an ohm sign) written on it ,the current does not flow through this . i wodered if this is an integral part of the ht lead or maybe a repair from before which has now failed . any ideas. andy
