Clean the outside of the collar off, find the pin on the outside of the collar and drive it out, then pull off the collar.

As the engine is in bits is it worth taking lower end off for a complete clean or do I Ieave well alone?

Thought I better see if the person old girl sparks and there was none

its a villers ignition, are the points under the metal circle opposite the cylinder or is a spark created by magnets on inside of fly wheel?

Yes the points are under the brass cover. Move to the right or to the left the holder and remove it. Maybe cleaning the points is the only thing needed but in any case this coil is 60 or more years old and decomposing. Even if it gives spark it's not safe to go to the sea.

Yes the points are under the round brass cover, better to remove the flywheel and test it, maybe its still working.
Put just the nut back on, lift up the flywheel with one hand, just off the ground, or get spouse to hold and then hit repeatedly with a soft blunt object, then do the same to the flywheel nut.

I will try and remove flywheel to get to points, if it sparks again how would I know if safe to use or will it need replacing?

You don't need to remove the flywheel to gain access to the points. You can work from the holes of the flywheel. If you measure the resistance (Ohms) from the HT lead to the cylinder head and you get 3000 to 5000 Ohms that means that your coil is OK. But it can fail tomorrow as it is too old. The best way is to replace it. Or if you don't care about how original your engine is you can swap the whole ignition system for a later one (wipak MK2).
In addition start soaking the joints flywheel to crankshaft with a lubricant. I use permatex penetrant and it's fine. If you are patient a week of applying 3-4 times a day lubricant it would be beneficial.
