When I start my motor, I open the air bleeder screw on top of the tank filler cap, but the vibration of thte motor causes the screw to rotate clockwise, causing it to shut off air to the tank. What to do?

I have had that in the past, but only on the plastic caps, usually down to the thread becoming worn, pull it apart and see if the spring is still good.
Don't have that problem anymore, as I don't use Seagulls with plastic caps.

This is what you should find if you remove the bleed screw from the cap. My guess is that yours is either missing the spring or it has rusted away. The spring tension obviously prevents the screw from vibrating loose.
