Are the original throttle cables covered with something additional? Why?

I have a bit of clear hose over the throttle cable on my Silver Century, without it the black covering on the cable would have been worn away by now.

First off let me introduce myself, I am J.R. from Bermuda. Yes the price was really stupid on this, I even helped the person find out what model it was for him and as luck would have it, some dumb ass ended up buying this. This is somewhat way more than I would pay for it considering I only paid $282.00 dollars US plus $200.00 to have a Silver Century Plus shipped from UK to Ohio, great buy for me.
