Been a while since I've played with that carby but the principle is the same for most small carbies. The float slides up and down on the fuel which pushes a sharp pin into a passageway blocking the fuel from coming in. So, either the float is not sliding up and down well or the lever pushing pin up needs bending a bit to add a bit more tension or the prick has crud on it.
