The flywheels themselves are not intechangeable. If you have a Villiers ignition it must have a Villiers flywheel, but you can swap the complete set if you wish. In other words you can replace a complete Villiers ignition - flywheel, baseplate, coil, contact set - with a complete Wipac setup.
