It looks to show a lot of similarities to a later 40. Maybe made under licence, rather than parts made by Gull?

Montesa is a well known Spanish motorcycle company in the 50's they had ties to Bultaco
and Motobecane. They did like to develop successful ideas from other manufacturer. For example they are working with Honda at the moment and have taken the Trials World Championship.
