Looking for a repair person/shop in my area.
Seattle, Tacoma, Gig Harbor area in Washington State, USA
........need take the motor apart to get to ignition area....spark plug wire broken/disconnected inside.

ht wire literally screws inside the black grommet where there's a small screw thread on the bottom of the coil pick-up.
Easy.

Try this first though, cut about 1/8th of an inch off the end of the wire so as you re-thread the lead into the pick-up it makes a better contact on the screw. This could be the root of your problem with this seagull.

Before you cut anything, pull the recoil off and see what ignition you have, look at the flywheel, if it has no grove around the flywheel its a white MK3, if it has a single grove its a black MK4 ignition, a MK3 can be fixed with a little ingenuity, the MK4 cannot be fixed, so what ever happens you need the ignition to be taken out either way.

OK, I have not cut anything and "screw" the lead wire as far I would go. Hooked up the spark tester and was getting strong spark with every pull. Tried to start it up and Seagull did start after maybe 3rd pull - not bad. Rpm however was at max and would not go down much after lowering gas lever.
Few days ago I installed a #9 Taper Needle Spring - I didn't have that in my Villiers carburetor - and turned to small screw on the top of Throttle Valve piston to level it with the top of the piston - was one turn below it. So now seems that needle spring is working against #6 Throttle Valve Piston Spring and RPM stays pretty much the same - no idle speed.

I am thinking to take the #9 spring out and see how will run......?

By the looks of things your carb has been put back together in the wrong order.
I had a hunch your ignition was probably ok. (i have a FPC exactly like yours from the same time period )

There shouldn't be a spring sitting below the throttle piston, that's why the engine won't idle. Take another look at your diagrams again, it might become more obvious once everything is apart again. wink

Yes the spring is there close the throttle, not open it. So it should sit above the throttle slide. That's actually quite dangerous!

yes, it is put together in wrong order - wander what the right order is.
I am staring in the diagram and can't see where the taper needle spring should be going - not where it now - that' for sure. There is already one spring pushing the slide down - that's #6 Throttle Valve Piston Spring that goes over the cable.
Ooooo, OK #9 should go inside Throttle Valve Piston....above the needle...?? and the small screw over the spring....?
From the parts picture looks like should be going under the piston....
Have to take it apart and take a look again..
After testing the spark, I also feel that the ignition is fine !

Tambikeboy - excellent illustration - just what I needed!
Pat777 - fabulous video - found out that I did have spring inside already and the needle in #2 - so oil ratio is 25:1
Wouldn't mind to get needle #1.....less oil in the gas - right now lots of it is running down the exhaust tube.

I did assemble carburation back together and motor started at first pull - I am taking it down to the boat - will post video soon
