It's screwed onto the bottom of the centrepiece/jet assembly. Is that turning because the little grub-screw that retains it is missing (see part #11 and #13 in this diagram from John's site

If the centrepiece is not turning then the threaded insert in the base of the bowl has come loose.

Note that the aforementioned grub-screw locates in the machined slot in the shoulder of the centrepiece not the round hole
