I have seen this model of outboard somewhere before, Its very much like a SeaBee but I don't know if it is or what model it is.

As an uneducated guess, could it be an early model Seachief? Made in Whitsable, Kent, possibly early 60's? . . . jonmac

Had a go at this unknown motor, It has a rubber impeller, the same drive shaft size as the seabee, but better made, it looks like the same gearbox casting except machined to a different size and also has the same tiller, so some parts are interchangeable.
So far It has a spark, good compression.
I have replaced the engine cover, with one off an old seabee so it has a working recoil now.
