small drill.
is it safe enough, to clean out the waterways in the jacket with a small drill going slowly back and forward?if so this will save me a lot of time,as they are bady crusted up,with old gasket sealer and an abundance of salt water brick hard deposits.

Yes

P.S. I find that an electrical screwdriver and hammer works best. It can take many hours.

The problem with a small drill is that in places where the water channel narrows (ie adjacent to the cylinder wall) it can snag between the two faces and snap off.
It'll be quicker and better going with HA's method.
