The Owners Handbook says "with the exhaust outlet only an inch or so below the surface" but you do need to ensure that the water pump is submerged. So more like the "or so" than "an inch" IMHO. So long as the pump is deep enough to pump cooling water its not critical. M...

If you have a good spark the you are half way home.
If you have already cleaned the carb make sure that when you reassembled it that the centerpiece is fitted so that the little retaining screw is located in the slot in the shoulder not in the round hole.

Caustic soda granuals. Tip a fair amount in the tank. Add water till half full. And give it a good shake. Leave it sit for a while. And tip it out and flush. You may have to do this a few times until its all clean inside. The fuel tank will get very hot to handle so wear some gloves. cannot comment...

A '75 engine could be converted to run on a 25:1 fuel mix. Details on the SOS website.
They still tend to drop some black oil but not quite so much. I have converted both of mine ( '73 40+ and '74 Featherweight)

As said the copper coloration is not due to the plating or deposition of copper but is due to the copper remaining when the alloying zinc has been removed.
