Saving Old Seagulls

Hi. Can someone please clarify what exactly this means as dont want to break my seagull..does it mean i add 10 ml of 2 stroke to every litre if fuel?..sorry to sound dumb but woud like clarification from you guys so i can put my mind at rest

It had fuel in the tank when i bought it.and was advertised as "used regularly" so going to tighten the tank up and see if this works..thx for the reply appreciate the help.
