Thank you for sharing the interesting old document. It says that there is a difference between results of bollard pull and of moving boat test. I fully agree that, at same throttle opening, revs are higher when the motor is free to move forward in the water than when it is kept fast on a dock. But I think that just this increase in revs means a lower torque load on the motor. What can be argued is: Is propeller torque proportional to propel...

I would say that more revs means less torque load on the motor from the prop that is less push.
Usually at same throttle opening easing the load (torque) revs increase.

The fuel tap leaking might be fixed by removing the cork part and boiling it in water.

Would be charmed to hear the sound.
I would have kept the mechanical function of the exhaust by removing the after half for most of le length, keeping the ends intact.

I did not know Optimist already existed in the 40's. I considered it as a modern boat. (although "modern" in my thinking would be "vintage" in most's).
