Not too much money!

It's only new until you start it, at that point it's used & has a used but not much, value!

question:
How can anyone be 100% sure that this engine is honestly brand new and never been run since it was put together all that time ago! Should it not be covered in varnish if it really is brand new! It looks far too shiny to me.

Ask for provenance to prove that it really is new. And, where's the wooden box it should be packed inside?

As seagull ran every motor before selling them, having a "Its never been started" motor, doesn't seem possible.
How can you tell if a motor is new and has never been run, you can't, Its just in very good condition.
Would I buy this one, no, as I don't collect late seagulls, it has the odd paint chip on the tank, so its just been hanging about.
Once seagulls stop turning up in this condition on a weekly basis, then maybe they will be worth more.

Didn't they come out with split pins on the studs that holds the transom bracket to the drive tube?

Just to clear up some of the confusion.

Seagull never sold motors that were varnished, In the owners handbook for many models they suggested varnishing by the owner to help resist corrosion from salt water use.

Seagull didn't sell outboards in wooden boxes, though it was possible to have them delivered packed in a wooden transport box providing you paid the refundable deposit & returned the case.
