I have a 2.6m inflatable, with a foot pump, it takes about five minutes to blow up, faster if I get someone else to do it.
I don't pump up the boat next to the car, so an electric one is out, they are OK for inflating something large, as the push a lot of air, but not with much pressure, so you would have to finish off pumping with a foot pump, unless you pay for a good one.

One found example on the net.

I have a cheap 12v plastic chineseee thing. About 8 quid that plugs into my cigarette lighter. I then use a double action hand pump that blows on both up and down stroke to get final pressure. Only a few strokes for each chamber. You can see both pumps at 14 seconds. Note if you put the electric pump on gravel it sucks up stone and spits out broken impeller. Note you will need a pump that sucks out air to be able to get it back into its bag.
