Flywheel cover with text in black

Apparently there are different flywheel cover plates for the Villiers: with the text shallow engraved and no black and with a slightly deeper engraving filled up with black paint, making the text clearly visible. I'm looking for the latter in good shape (no dents or serious scratching). See also picture.

I tried to blacken the text on the first type, but that is not so easy because the engraving is so shallow and the results were not satisfying.

You have the best in the world, not common, the best for the world, more common, but still hard to get either in good condition, or the common plain one.
The text is very shallow to start with, so cleaning normally makes them worse.
I have tried to make one more suitable for a seagull.

Oh no, you shouldn't have mentioned that, now I have to try that method! I have read the theory but I hadn't imagine that it could work in this occasion.

You might have to ask Seagull for their permission to reproduce something that they must have copyright on the design/image/artwork.

I know that in the past they have made Seagull traders change their business names to ones that didn't cause copyright problems!

This statement has always been a little suspect. If you try to use this statement on an outboard motor, especially nowadays, you would be liable for a lawsuit. You wouldn't be able to produce an outboard let alone anything else with such a statement.

I think it is no problem to have a small series of flywheel covers made, on a non profit basis just for restoring purposes and not to make a business of it, with "The best Outboard Motor in the World" on it.
Is Seagull still an existing company or does someone have the rights on the name?

British Seagull are still a going concern

Occasionally one sees flywheel covers in excellent condition on eBay, sometimes even the ones with "in" rather than "for".

I didn't know. I thought they had quit the stage years ago.
Anyhow, it should be no problem now to find out if they would object against reproducing flywheel covers.
