Hi,
First off Seagulls leak dont worry about the oil that leaks out from it.
Have you cleaned the filter inside of the fuel tank? Your problem is a fuel issue (not getting enough fuel) that is why it is working with the choke on.

So Im guessing you might get about 2~3 knots out of the seagull?

I see alot of competitors have added an extra piece to the anti cavitation plate Yes I do this also. by doing that we can run the engine a lot higher in the water with out the prop grabbing air (as much) the higher the engine the less drag it has = the faster you go. You will have to take the jets out.
Look at the number on the side of the jet. I think one will have 20 on it and the other 40 or 45. Im not sure what one is the 10:1 v the 20:1 I would need to look in the book for that (if it is in there I have not looked for that)
