You've got the 2 piece aluminum pulley and not the one piece black plastic one, yes? You've only removed the top portion. Now take the "Best Outboard for the World" part off and you'll find the access holes. It should just pop off, but may need some gentle persuasion.

The only hard and fast rule is that it needs to POUR. No grease. Obviously you want gear oil in there as opposed to say, engine oil, though if one were in a jam ... As to weight, Seagull said under extremely cold conditions, 90 wt. might be more suitable, while some wags will spoon in 240 wt. so it ...

You might also insure that your fuel cock cork and filler cap seals are good (John at SOS has all) and that you make a practice of running your carb dry before tilting the motor out of water. When tilted, rotate it so the filler cap is up.

Mechanically speaking, there's no reason why the mixture screw can't protrude from the top of the slide. There's even a recess in the underside of the cap to provide for it. You could go in from the other end (no snickers). I tapped a piece of tubing into the water discharge holes of my motors primarily to facilitate flow at trolling speeds.
