There are no points on this featherweigh model, the chances are that the failure to rotate problem, lies in the gearbox.
Remove the front cap from the lower unit so that you can inspect the contents & perhaps post a pic if the problem lies there.

I checked out this location on google earth, there are locks at either end of it, so it's the Thames speed limit, which is 8 K or 5 mph.

Looks like a real nice stretch of river, cruising past Hampton Court's back garden.

Spark plug threads have been metric since before the 1st war.
Avoid the cement I don't know anyone that's used it, so can't comment on how good it is.
There is not much compression in a Seagull, so if the plug tightens up to 20lbs torque, it ain't broke so don't fix it.
