Why not borrow a gauge and try that maybe something wrong with the one you are using. It is a screw in type I'm assuming.

Those are lower numbers than I have ever seen on a similar motor. Hopefully it is just a head gasket. Otherwise they must have run on 50:1, if so it will likely take more than rings to fix it.

Water cooled almost always quieter than air cooled. Interesting to hear the fuel consumption difference. A 40 featherweight is somewhat shorter and lighter than a regular 40. The prop is smaller though and the gearbox 2.1:1 rather than 3.5:1. Not sure how that will impact your cruising speed. A cent...

I was thinking about this recently and ended up getting some 1/2 " i.d. SS lock washers, the type that are split. My plan is to bend them a little so the ends match and weld them back together, they are just the right thickness, use them with SS cotter pins which are easy enough to get here.

I did not mean an air tool that rotates, I was referring to the type of air tool used with differing ends, some of which cut, others are made with a face similar to a hammer used to drive nails. To me, restored means the level of finish the motor left the factory with, no more, no less. Time and model appropriate parts. Have you cleaned the entire fuel system from tank through carb? If not now is the time. Also check float is set right. Dump old fuel, maybe save to clean outside if needed. If tank needs cleaning with anything other than liquids, remove fuel tap as filter screen will damaged by gravel, nuts, bolts, ...
