Those are lower numbers than I have ever seen on a similar motor. Hopefully it is just a head gasket. Otherwise they must have run on 50:1, if so it will likely take more than rings to fix it.

It's a # 40 jet, the 10:1 ones are #s 45 and 50.

I was thinking about this recently and ended up getting some 1/2 " i.d. SS lock washers, the type that are split. My plan is to bend them a little so the ends match and weld them back together, they are just the right thickness, use them with SS cotter pins which are easy enough to get here.

Have you cleaned the entire fuel system from tank through carb? If not now is the time. Also check float is set right. Dump old fuel, maybe save to clean outside if needed. If tank needs cleaning with anything other than liquids, remove fuel tap as filter screen will damaged by gravel, nuts, bolts, ...
