There are other types of Bing carb but the number you quote is the correct type for the Seagull. It should have a needle. See the diagram on the SOS website.

I take it by "leaning away from the carb opening" you mean leaning sideways a little not forwards or backwards, which is what could be compensated for by twisting the carb? you say leaning by 4m ?? You mean 4 mm I guess but measured how/ where. Presumably not over the entire shaft length ....
