I think according to the seagull people there are no running in procedures, just start it up and run it as for normal use.

Its all madness, quit while you can. besides that, when you run the motor in a small container try taking off the propeller and it should pump water, impellors rarely need replacing, with that model I would stick to 10/1 fuel mix, the modern 2 stroke oils reduce a lot of the smoke, you can buy plugs...

check the well has a good airflow around it as seagulls don't do well in outboard wells as they tend to aphyxiate themselves from the fumes as the carb can't breathe

yes I agree with 1650 bullett, I actually don't use a plug cap, I find the original seagull one very awkward to us when doing a plug change quickly as it can be tricky screwing the top back on quickly, I just use the screw that comes with the plug and a washer and never had any problems

maybe check your fuel tap as well, I once had one that was leaking and the fuel was running down the line to the carb
