Water flow at low revs is to be expected, at low rpms the impeller will not pump water. The surging is caused by an inconsistent air fuel mix, first step i would take is checking the obvious ( all carb components are tight, fresh fuel correctly mixed, fuel filter is clean) My guess is it could be th...

These carbs are not designed to “idle” at 0 throttle as they don’t have a kill switch. When throttle is at nothing, engine should cut out. Raising and lowering needle height will cause the engine to run richer or leaner(fuel air mix), I believe.

Exhaust tube is chrome on brass from seagull, doubt it was a replacement. “Soot” you were talking about was probably pitting in the chrome, by removing it you have removed the chrome layer instead of just any top layer dirt.

As Charles suggested previously, you could use bubble mixture to find out if it’s the casings without having to strip it.

Degraded fuel would explain issues with starting and yet being able to run on its own once it’s going as well.

Yep 2 and a 1/2 turns below will definitely not help! Make sure it’s flush with the slide, run it at 10 to 1 and you’ll be laughing.
